Winter conditions in Ukraine could prove the most challenging since the full-scale conflict commenced in February 2022, according to the United Nations. Arthur Erken, regional director for Europe and central Asia at the International Organization for Migration, warned that millions of citizens who previously returned home now face potential secondary displacement due to worsening living conditions. Repeated drone strikes on civilian infrastructure have severely damaged electricity, heating, and municipal water networks across Ukraine. Erken highlighted that reliable access to water remains an urgent priority for affected populations across the country. The migration agency estimates that nearly 3.6 million people are currently displaced within Ukraine's borders, while approximately 3.8 million residents have returned to homes that are frequently structurally damaged. In response to the growing crisis, the United Kingdom is providing £35 million in aid to assist Ukrainians through the upcoming winter months.
