In short

  • Nepal Oil Corporation made VAT invoices compulsory for all LP gas sales across the country.
  • The directive aims to combat black marketing, stop tax leakage, and increase trade transparency.
  • Letters sent to all gas industries require appointed distributors to provide receipts to buyers.

Nepal Oil Corporation has issued a directive to all liquefied petroleum gas companies requiring mandatory value added tax billing during cooking gas distribution. The enterprise's LP Gas and Aviation Department dispatched letters to all bottling plants instructing them to establish billing arrangements. Gas industries must now ensure that their appointed dealers and sellers consistently provide formal tax receipts to customers upon purchase. The decision comes in response to rising public complaints regarding gas vendors selling cylinders without providing official invoices to consumers. State authorities noted that the absence of receipts creates risks of consumer fraud and unchecked black-market trading. By bringing transactions under the tax invoice system, the state body intends to make the domestic cooking gas supply chain traceable and systematically managed. Beyond protecting retail buyers, the state energy supplier highlighted that enforcing mandatory billing will help control government tax leakage. Copies of the decision were also shared with executive leadership, including the executive director and deputy executive director of market management. Similar directives were previously sent to trade associations to enforce billing compliance across the distribution network.
