Earlier, an estimated budget of thirty-seven billion seventy crore rupees had been introduced by a former minister, but disagreements over that financial plan caused it to fail and led to the formation of a new political alliance involving the Communist Party of Nepal (Unified Marxist-Leninist) and the Nepal Communist Party.
